Assessor's Department - $420,197

About the Assessor's Department

The Assessor’s Department is responsible for accurately determining the value of all real and personal property located within the City of Malden for the purpose of taxation. Assessors are required to assess all property at its full and fair market value as of January 1st each year. To accomplish this goal, the Assessor's Department gathers pertinent property characteristics for each parcel of property and uses this information to build appropriate valuation schedules for various classes of property. The Assessor's Department is responsible for the administration of all property tax data records and maintains accurate parcel ownership data based upon recorded property transactions at the Registry of Deeds. They also administer tax billing for the motor vehicle excise tax, statutory exemptions and abatements.

Cemetery Department - $464,659

About the Cemetery Department

The Cemetery Department is responsible for the operation of Forest Dale Cemetery on Forest Street and is charged with maintaining the Salem Street and Bell Rock cemeteries. Burials at Forest Dale Cemetery are restricted to persons who have been residents of Malden for five years at the time of their death. The Cemetery Department is currently working on a system that will enable the public to have on-line access to view a list of persons buried at the Forest Dale Cemetery.

City Clerk's Office - $359,671

About the City Clerk's Office

As official record keeper for the City, the Clerk’s Office files and maintains series of records such as vital records (births, deaths and marriages), Business Certificates, Board of Appeal and Planning Board decisions, municipal ordinances and minutes of all boards and commissions. 

As Clerk to the City Council, the office develops and distributes the Council agenda, keeps minutes of the meetings, provides notification of Council actions to affected parties and issues licenses on its behalf.

As the City’s chief election officer, the City Clerk is responsible for all aspects of voter registration, absentee voting and election administration for all elections and serves as the Campaign Finance Officer for local elections.

As licensing agent for the City, the office issues a variety of licenses and permits such as marriage licenses, auctioneer permits and raffle and bazaar permits.

About the Department of Public Works

About The Department of Public Works
The Department of Public Works (DPW) is responsible for a variety of City services including the collection, transportation and disposal of solid waste, snow removal, plowing and sanding, street sweeping, upkeep and repairs to sidewalks, streets, parks and trees. Traffic signalization, crosswalk maintenance and anti-graffiti efforts will be fully integrated into the responsibilities of the DPW starting in FY13.

About The Public Works Commission
The 3-member commission provides general oversight and makes policy relative to the placement, care and maintenance of City streets, sidewalks, trees, parks and playgrounds. The Commission meets monthly to consider applications for the abatement of water and sewer bills as well as sets the annual water and sewer rates for the City.

Account Summary

We restructured this Department where Robert Knox assumes the duties as Director. He will be supported by three Supervisors that results in the elimination of the positions of Assistant Director/Highway Supervisor and Garage Supervisor. We are backfilling five of the eight Highway and Parks AFSCME Council 93 union positions (union) that have become vacant over prior years.

The three Traffic Department positions of which two are also union members that currently work under the supervision of the Police Chief, will now report to the DPW Director. These positions already operate out of the DPW yard as well as work under the same contract provisions as their DPW and Cemetery Department counterparts. Their daily activities will now be fully synchronized within the DPW.

With the elimination of the Enterprise Fund for the Pay As You Throw (PAYT) program, these costs will now be placed under the DPW. Lastly, we added $36,000 for sidewalk repairs along with the purchase of anti-graffiti equipment to support this function to be performed in-house.

About the Emergency Management Department

The mission of the Emergency Management Department is to plan for and train to mitigate all hazards that could affect the lives of our residents, the education of our children, the furtherance of industry and commerce and the preservation of property. Current planning efforts include shelter management, natural disaster planning, mitigation and recovery, planning emergency response to hazardous material accidents, emergency dispensing site activation, Emergency Response Team formation and public education around various issues related to how the public can protect themselves through prior planning.

Fire Department - $8,343,716

About the Fire Department

The goal of the Malden Fire Department is to prevent fires from occurring and to prevent related hazardous conditions from endangering those we serve. We do this through community education initiatives and fire prevention code and regulation development and enforcement. About the Legislature

The Malden City Council is the legislative branch of Malden government and consists of eleven elected members, one elected from each of the eight wards (Ward Councillors) and three elected citywide (Councillors-at-Large). All terms of office are two years. Each year the Council selects one of its members to serve as Council President. The Council President presides over the weekly Council meetings, decides committee assignments and assures that information and Council discussion is received and takes place in a fair and democratic way. The Council establishes its own rules which are governed by Roberts Rules of Order.

The Mayor and his staff respond to resident inquiries and issues concerning all aspects of City government. On the personnel side, we funded the Community Outreach position out of the Mayor's Office. Grant funding previously used for this position will ended in Fiscal Year 2012. In part, this position has become vital in assuming important oversight, implementation and expansion of the Summer Youth program and also in providing consolidated representation to all non-profit groups and agencies in Malden.

We also converted the two-part time Constituent Service positions to full-time based on the sheer number of calls and issues those positions field on a daily basis. With the advent of growing cultural diversity in our community, these two staff members have become essential in providing interpretive services to Malden citizens.

Along with funding the annualized cost of operations, we transitioned the operation of the Summer Youth program and Fire Relief funds, both formerly managed under the auspices of the Human Services Department and through CDBG funds, to the Mayor's Office.

A merger of the Board of Health, Inspectional Services Department, Planning and Compliance Officers is proposed to become the new Permits, Compliance and Planning Services Office (PCPS). PCPS will facilitate a streamlined approach to meet the need of improved and efficient customer service through a coordinated effort and cross training of staffs; a ‘one stop’ approach for public access to multiple city services and functions and substantial technological upgrades to streamline the interaction needed for permitting of all types; compliance with ordinances and regulations and enhances planning services to address resident needs and future business developments.

Pine Banks Park - $262,558

About Pine Banks Park

Pine Banks Park is a 107.5 acre public park located in both Malden and Melrose. The park was bequeathed to the cities by the first Mayor of Malden, Elisha S. Converse in 1905 to be used by the cities jointly “forever as a public park.” Pine Banks Park is managed by a non-profit corporation comprised of a seven-member board of trustees from the two cities and includes a descendant of the Converse family.

Originally home to the Wompanoag Native American tribe, the park boasts rocky cliffs, a small shallow pond, hundreds of large evergreens and a beautiful walking trail. There is a playground area with picnic tables and BBQ facilities for families to enjoy. Pine Banks Park has recently undergone a sizable renovation and currently boasts five softball fields, a full size baseball field and a football field, with lighting for night games.

Public Facilities Department - $2,223,936

About the Public Facilities Department

The Public Facilities Department maintains all city owned buildings and works to provide safe and clean facilities and grounds for the citizens of Malden. The Mayor proposes the creation of a new Coordinator of Energy Initiatives position to move the city toward becoming a qualified 'Green Community' and eligibility to receive grant funding to become more energy efficient and ultimately save energy costs.

We merged the Government Center Commission with this department. We eliminated three vacant positions and added one new position to focus on energy performance for the city. Recreation Department - $122,202

About the Recreation Department

Newly created, the Recreation Department will grow to provide Malden residents of all ages, year round affordable and accessible sports and recreational programs. Summer youth sports programs that are currently scheduled through Partnership for Community Schools (PCSM) kick off some of the programs that will be administered through the Recreation Department. Plans to further partner with all youth organizations, the newly proposed Teen Center and key stakeholders throughout the community will provide expanded programming for all ages as interests and needs are identified. The estimated/projected Minimum Net School Spending for Fiscal Year 2013 as calculated by the state will be approximately $55,500,000 without indirect costs and we passed a budget of $56,164,546, which is slightly above net school spending. Unfortunately, even though our budget exceeds Net School Spending the School Department was cut. This deficit can be traced to several factors; the federal stimulus money ended this year and the growing number of unfunded mandates from the state along with districtwide contractual obligations are all having a negative impact on the Fiscal Year 2013 budget.

Traffic Department - $691,445

About the Traffic Department

The Traffic Commission as directed by the Chief of Police, promotes vehicular and public safety in the City through the adoption of parking regulations and restrictions and issues penalties for parking violations. The mission of the Traffic Unit through its staff of parking enforcement officers and school traffic supervisors is to enhance public safety through the fair, impartial, and reasonable enforcement of traffic laws. The primary goals are to promote the safe flow of vehicular traffic and provide safe crossing at crosswalks in busy intersections throughout the city.

We funded a variety of new initiatives in this account. From restoring Fellsmere Pond to a dine-in program to draw people to Malden’s restaurants, we believe these new accounts will make a difference in the community. We also funded our Revenue Reserve account at roughly $500,000 and we funded the creation of a Salary Reserve of $75,000 that will be used to compensate those non-union employees who perform well on evaluations.
